BSNL deduct my balance

Name of company/service: BSNL

Respected Sir,

Today I got a message unwillingly from 558884015(chat service) and Rs.15 charged forcefully, how does it happens i am very frustrate by these unwillingly charges by the service provider. please discontinue all these type of services and return my Rs 15/- back (In the past so many times BSNL deduct my balance now i want all my balance back).
