bsnl care not take my complaint

i was loss my mobile phone as well as sim, after that i recover that sim by bsnl office but one month is gone but no incoming outgoing service still not started on my sim, i was try to complaint but they cannot give response my calls and complaint. they even try to say me call after same time.
