Broadband Connectivity Issue

I have been facing broadband connectivity problem in my BSNL broadband connection.
The connection works fine if no other is using the line but gets disconnected if someone else is using the line.
I complained this to BSNL they have said that the line is having noise problem and they cannot rectify the issue as the cable is needed to be changed and they do not have the cable.
