broadband and telephone not working

I was taken BSNL connection on 20/03/2013 and broadband taken on 09/04/2013. My customer id is 1022023856 and my telephone no 07672257322
But broadband working only 2 or 3 days.
After I go to BSNL office approximately 14 times and meet to Mr. Prajapati but they are not taken any corrective action.
Then I decided to disconnect my connection but Mr.Kallu kumar said to me that your connection will be disconnect when you pay current month bill.
He was very rude to me, when I said to him that I am not using broadband till it connected but he said it doesent matter its running or not you have to pay monthly charge which is arround 900 rs.
