bill after disconnection

i have been disconnected from MTS wifi dongle on my request from 1/7/14. the final bill amount 464 henceforth was paid on 19/7/14 after bill generation on 16/7/14. i was assured of no extra charges after disconnection. on 16/8/14 a new bill of amount 817 appeared in my inbox. on writing to AO, he/she says that i have requested a reconnection onb 10/7/14, which i have not. i am not going to pay a penny to MTS. plz help.
