Bank Forcing to take Insurance while Opening New Account

Yesterday, my brother went to SBI bank to open his account in that Bank but the employees of that bank told to fill a form for accidental insurance and for that Rs100/- will be deducted and if he will not fill that form then they will not open his account, means they said it is mandatory to fill this form otherwise account will not be openend. When I asked the reason they said it has been made compulsory by RBI, then I asked if it is compulsory then show me the rule where it is written but they failed to do so as they were lying. So I argued that you cannot force anyone to take your insurance to open a new account, they said it is just a matter of Rs100/- and you are arguing this much, I replied them you are forcing to take, which you cannot do to open a new account. My brother wants an account for Passport. Its really shameful that Bank like SBI is doing this and the Branch Manager also told the same thing, means there was no-one to listen us, our problem.. Banks like Bank of India don’t do such things, I told this to them that there is no such rule in BOI if it would have made compulsory by RBI.. Please help us.. atleast take some Action against SBI, Sec-55 Noida so that they cannot repeat this with other customers..
