Balance Deduction

Name of company/service: Vodafone

I am rahul singh. my vodafone mobile no is 9823231117. Vodafone Company activated the sms pack and deducted Rs 36 without asking me. When i asked them then they said this is company policy and your sms pack has been reactivated but i never told them to do so. How can any telecom company activate the sms pack by itself and deduct balance without asking the customer. Even at this time Govt itself has banned sms service for 15 days.
