Automatically deduction of balance

Dated may28, 2013 9.15 PM IDEA Cellular company activated Rs 13 net pack on my mobile no 8743899518 without my permission message, after complain not refund my balance and again today 9.27PM reactivated that plan without my permission and when I contact customer care for complain phone not received and said all customer care executive are busy or phone set to on hold.
Yesyetday night I call 20times and today 10 times but customer care not received my phone.
So, I request you to take necessary action.
