Alliance Broadband Is Refusing Me To Continue Internet Service

I was a customer of Alliance Broadband for six to eight months. The Local Operator Take 2000 for installation charge. but after a certain time he stop all kinds off communication. When i call to their customer care center they told me that they cant help me, i have to contact with local operator. But his phone is switched off and when i reach his home he told me that he cant give me the service. But i have paid for this, so how he/they can refuse me to give the service ? On the time of installation they didn’t tell me that they will stop after a certain time. And they have also my documents like xerox of voter id, a passport size photocopy etc, and my user account also open. So it can be misused. i call again to customer care to stop this account but they told me that it can be done by only local operator. But local operator give me threats, if i try to contact her. In this time i need this installation fee back and want to close my user accounts also.
