advance take but not refuneded

I have complained for my whirlpool fridge to there authorized service center at BG -500,BAGROLA, sector 8 ,Dwarka ,new dehli. phone no. 25366141.The person came and took Rs 2000/- advance for the parts to be replaced. But now he is not coming for repair and neither he is refunding the money . please advice.
