Actual Broadband Speed Not Being Provided

Location/place: Gurgaon

Name of company/service: Reliance Communications

We Took a broadband Connection of reliance 4Mbps for rs 1099 and presently they are providing me a speed of 0.40 Mbps(Tested at Speedtest.net). Also it was scheduled that they would connect the broadband within 3 days but they delayed it by 10 days.I M pissed off with RELIANCE..!!
