Activation Issue

I would like to intimate you that on 18-07-2012 I have purchased one IDEA data card with Rs.599/- rental plane from one of Idea person. i have produced all the necessary document and make the payment with cash.My address verification had been done but still the dedice is not configured.After talking with the person from whome I have purchesed the dongle said that there is some issue with the SIM activation. My question is for how long the customer will suffer.The service provider shoulde bound to activate this wit in afew hour.I have an exam and need to install the modem.Need the prope solution.
