about roaming services and recharges

I myself john nadar from mumbai to tamil nadu (tirunelveli) i made a recharge of Rs 36 for sms pack at its clear mention that its 500 local and national sms and second its their customer should mention me that if call rates should be made less its only for maharshtra not for other staes Rs 57 bonus card recharge i made but is this maharshtra card and i am at tamil nadu is this is not roaming this bullshit that they charging as in the name of roaming only maharshtra in particular area i am staying if i left to other is roaming what abt other state is they are roaming how come they are fooling the clients

I want immediate action as soon as possible
