security threat to self and family

i lost my nokia 2700 classic cellphone on august 1, 2012 in around 12.30 pm near my hindu college delhi university premise.my cell phone was having an aircel mobile connection with mob no 9716835886 sim no 89918000312184327845.inorder to prevent any misuse of my cellphone by any suspected individual, i called on the customer care no of the aircel mobile network and lodged a complain( compln no 9184249622) and asked them to block my sim so that no calls/messages can be made thorugh that no. the customer care authority ensured me that they have blocked my number
however on 04.08.12 i found my cellphone near my college premise and when i was inspecting my cell, i found that the number was blocked and calls can be made easily.
this has created trouble to me. with the increasing cases of crime and terrorism through mobile phone,my cell phone would have been used by anyone to do anti-social activities and me and my family would have to suffer as then i can be blamed.
therefore i request the authority to take necessary action the mobile company and asked them to provide my com pulsation as mentioned in the law for such recklessness and ignorance
