No response from the complaint

Location/place: Gurgaon, Haryana

I have recharged with Rs.59 on 23/07/2013. After recharge my balance is Rs.64, after that I spoke on the phone 9minutes. My call rate is 0.40ps per minute according to that my balance should be Rs. 60.40ps, but my balance showing Rs. 47.846ps. I called to customer care to register complaint regarding this, but unfortunately everytime they are saying serverdown call after 4 hours. Today is 26/07/2012 still I am getting same reply from the customercare of Idea like call after 4hrs. They even not bothering to register a complaint when I asked to register a complaint regarding my problem.
