Automatic activate services and deduct balance, 5 times in a month.

I am using reliance prepaid mobile service. Reliance have activated value added services to my number 5th time in a month duration automatically. When I complaint to there customer care the have refunded 1st three balances, after that 4th deduction they have take as complaint. After that they again activated service on my number 5th time. When I called customer care.
They not take it as complaint and they have refunded my balance. The call rate for customer care is 50ps/3min.
this problem on my number is from one month. I think this type of services telecom companies activate for profit and thousand of user suffering from this problem. This is a big problem. Is there is no law for this type of things.
