Money deducted but not credited in receiver account.

Dear sir I am Dau Ojha currently my bank account in State Bank of India, due to some urgent work iam using phone pay application for money transection at 30 December 2018 for 1800 Rs only , in that case my transection was not completed due to technical error. When I am online complain doing state bank of India given one UTR number (836418438047) on this UTR number both bank customer care was not given setisfactory answer and money was not refunded, so please sir help me. Evidence inlisted:-
