Deducted money from my account

I checked my online SBI account on 1st october 2015 and found transactions of Rs. 17 which I know nothing about. Following are the details of the transactions:
Narration – TO TRANSFER INSUF BAL ATM DECLINE CHARGE-300915. I don’t know what this is and I want my money back.
