refund of fees

Respected Sir, last year in the month of July i have took admission in Arni University, Kathgarh, Kangra, H.P. But i have not attend any class there. After one month when i told them i can not continue to my studies because of some financial problems and please refund my fees. Then the registrar Mr. Ravikant Swami told me that we will not refund your fees at any cost and you have no need to come to here. After some days i write a letter to UGC for this problem. Then UGC send a letter to them and even a receiving letter to me also to clarify the matter and refund my fees from university. but after a long time even the university not refund my fees and even they did not ask me. i want to tell you that even university is not fulfilling the norms of UGC but even after this condition university is running and doing admissions. please refund my fees. My financial condition is not good to afford this much amount of huge money.
