Balance not refund by Airtel

i recharge airtel mob no – 9960470106 for 200 topup using airtel website but recharge not success. i got message 200 amount refund but not refund yet.
txn ID- 904395 feb 7 2015 and still not actual refund 200 amount from airtel.

i think airtel website also down and many recharge failed. i never recommended to anyone airtel

telecom companies allreday gud earning from recharge amount and now they start earning from failed recharge
its not good. government should take action against from them.
