Non-cooperation and fradulent promises by MTS India

I purchased a MTS wifi dongle from an authorized MTS distributor at Ahmedabad on 7th September, 2014 and the connection was activated on 9th. September 2014. My datacard number is 9173207093. However, since the day I have taken this connection, I have been getting extremely poor speeds of a few kbps which often drops down to bps level. I was fraudulently promised by MTS of getting speeds of atleast 1-2 Mbps, but so far the maximum speed that I have got is about 500-600 kbps. During daytime, the speeds are like dial-up or even worse, at night its slightly higher, mostly within 128-256 kbps. I went to Kolkata in between and there I was getting speeds of atleast 900kbps to 1.5 Mbps. It is clear that MTS has a specific problem with the particular area of Ahmedabad where I reside in.
I have complained to MTS customer care atleast 10-12 times, but every time they falsely assure me of working on the problem. It seems that they somehow want to trick me into keeping this connection for atleast 3 months so that they can earn the rental and taxes for the said period. I have even escalated the problem to the MTS appeallate at Gujrat, but to no avail. They have also falsely assured me of looking into this issue seriously. Once the customer care executive, after repeated requests, agreed to send in an executive who would come in and check whats wrong, but as I was hoping, no one turned up and the customer care didnt even apolgise for the same.
I am sharing this problem hoping that you will be able to help me solve the problem with MTS India. At the same time, I would like to warn everyone about these fraud telecom companies who promise to give you great deals at lucrative prices, but they rarely deliver on their promise. Once you get a connection from them, you are trapped for atleast 3-6 months.
