Recharge was made which didnt existed

I got a recharge of Rs198 from the nearby service provider, he made the recharge and I received a message of recharge too.
But after some time when i checked it I didn’t received any amount or any other kind of service too was availed too.
I called up at the reliance customer care they said that their is no recharge of Rs 198, and you had not got any kind of recharge on your number.
I went to the retail shop where i had got my recharge done he said ” sir apke number pe message agaya mere pas paise deduct hogaye ab mai apko paise nai de skta.”
Now, where should e go and complaint for this.
If the recharge didn’t existed then it shuold have not been successful and how can the shopkeeper take the money for a recharge that didn’t exist.
I want my money back and an explanation too for how did this happened.
