Refund for damaged item not received since 2 months

I purchased 2 Samsung chargers on eBay (Item number: 121350325973, PaisaPay ID: 36628180103) on 22 June 2014, one of which was not working. I raised a claim for refund (Claim ID: 551628) on 1 July 2014. On 4 July 2014, I received a message from eBay and a call that my claim has been approved, and the amount for one charger, in the form of a coupon of 50% of the transaction value, would be refunded.
It has been two months now, and I have not received the coupon. I have called them my thrice, and I am always told that I have to wait for 5-10 working days. I am fed up of calling eBay. They seem to have run away with my money.

    10 working days have elapsed and I have not received any coupon. What now?
