Reliance Prepaid Network outage

Hello,
I have reliance rajasthan circle number and currently on roaming.
From last one week there is no outgoing services on my mobile. I have used vodafone number to call reliance customer care as my reliance number is not working. After calling multiple times, they said it will start working on June 10th by 12 pm. But it didn’t get restored. I called them again and had pain to explain the problem again and again. When I asked for the reference number for my all calls they started saying that the number from which you have called doesn’t match with the reliance number you have. Obviously my reliance outgoing is not available. How am I supposed to call from it?
They are so cheap that they have disconnected my call multiple times during conversation.
I heard consumer forum does work. Please help!
