Rate cutter is not working

I am using Tata Docomo sim. Tata Docomo is reputed company but the service is worst. I had recharged my account and activated the rate cutter plan, but the plan is not working, due to this Rs. 126 is deduced. when I was complaining to the customer care representative of Tata Docomo they put my call on hold and after 15 minutes call was disconnected by him. That’s why I am helpless so kindly resolve this issue.
