Registration fee taken for new conection but still no one MTNL staff visiting and also not replying

Name of company/service: MTNL Delhi

I have applied for a broadband connection on July 30th 2013, MTNL document executive come on the same day and collect the documents & Registration Fees (Rs.500/-) and say connection will be done on next seven days, but after seven days nothing was happen from MTNL side. than i call again he said it will be done in next 5 days but its more than month happen but they are not refunding and also not putting the connection.

Neither MTNL executive are responding nor they are replying me on mail.

I have lost my time and time is equals to money. kindly refund my registration fee ASAP.

Due to you guys i have lost around Rs.15000 costing project.
