Online Property Tax Payment failure not reversed

I had made online property tax payment of Vadodara Municipal Corporation on 08.08.2013 for an amount of Rs 2313 through Billdesk. The transaction ref no is MYBK3070026166. The payment was not successful but my account got debited. I waited till 12.08.13 for reversal of the amount but the same did not happen and I contacted Billdesk to know the status. They had asked me to mark a mail to their support team, which I did but I did not get any satisfactory revert on it. I again contacted on their customer service no at Baroda and the lady said they had marked a mail to Vadodara Municipal Corporation for the above matter and were awaiting their revert. I asked them how many days will it take as I have to make payment as late penalty is levied on a per day basis by the biller. She said she cannot commit any time frame and they will be able to update only once they get revert from Vadodara Municipal Corporation. My amount has been received by Billdesk as confirmed by the executive from my banker. My money is lying with Billdesk and they are not crediting back into my account. Request your help.
