Generating the Bill for unused Services

Location/place: Delhi/NCR

Name of company/service: Reliance Netconnect

Dear Sir,

I am Manish Tripathi and using Reliance data card no 7498998942, for which they are commiting to provide 3.1 mbps speed but still i am not gettting even 100 kbps speed. I complaint many times but they are not providing any solution and generating the bill regularly even they are not ready to give any conssession on bill and not accepting their fault.

Please look into this on urgent basis.
