Amount Deducted Twice but Ticket Not Booked and neither was the amount refunded

Name of company/service: UPSRTC

I had booked a ticket from Kanpur to Jaipur in Royal Cruiser Volvo (Seat Number 21 and my account with username – apoorvpurwar). After I made the Payment of Rs.1126, the website redirected me to homepage and even the amount got deducted from my account without the ticket getting booked. I booked the ticket again and the same thing happened, thereby deducting Rs.2252 from my account for 2 tickets.
I was told by UPSRTC that the amount would be refunded in 7 working days but it has been 15 days now and I havent received the refund. Even the Support team of UPSRTC has stopped responding to my mails.

I request for you help and support to get the refund back. Being a student this is a very big amount for me.
