not giving my vehical NOC as my loan clear last year

i have taken two wheeler loan from manba finance mumbai in 2009 sept my emi cheque bounce but i paid with penaulty in 2009 nov.i got receipt also the finance company is harrasing me for paying same charges along with noc charge 2500 extra.and not giving me NOC
