froude by postman by misuse/seize of my pan card

Name of company/service: post office /postman

I take this opportunity to inform you that the new postman mr. desh raj(post man of rajiv nagar delhi 93) is very strife and fallible person .he is not giving my pancard to me,and showed the status of delivered but in actually i did not receive my pan card .he seized my pan card
plz take a hard action against him
