Not Returning the Refund Money

Location/place: Bangalore

Name of company/service: Airtel

I had requested for a broadband connection from Airtel on 4th May 2013(Application No- TBLR 637327) and had paid Rs500.00 as a refundable money. But after that i did not get any communication from them regarding connection. So after one month when i inquired about it in Airtel office i came to know that feasibility is not there in my place. After that i have requested them lots of times to return my refundable money. But Airtel is not returning my money.
