return of fee submitted

Name of company/service: sardar bhagat singh college of technology &management

after passing uptu i took admission in s.b.s.c college. i submit all the charges & amission fee including bus fair. after taking admission institute demanding extra amount.i am unable to submit that amount.so my admission has been cancelled i requesting to college for return my submitting charges which is about rs 17900.but institute has not refund my fee &other submitted charges till now.
