Unactivation of broadband service

Location/place: lucknow

Name of company/service: Tata teleservices

I have purchased a Tata Photon device on 15/07/2013 . After the lapse of 5 working days neither the device is activated nor the company is registering my complaint regarding this .
Need help to protect my rights and to punish the company for violating the time limit provided for the services.
