Not changing dead hand set

Location/place: Delhi-53

Name of company/service: Tata Indicom

Dear Sir,

Since 2 months the Tata hand set is out of order (01165263235) (Dead). Several times we complaint to change the handset, still nothing is happening. A person from Tata Indicom came few weeks ago, he brings old handset of different kinds which was even in bad condition from our present handset. We said to him change the handset to new one and charge the amount applicable but he fails to do so. Now tell who is wrong and causing delay. since we make complaints but nothing is happening. they sent us bill amount Rs. 5119 of dead walky for 2 months
