Non rrefund of security money

Dear Madame/ sir,

I took admission to B.Tech. 1st year in Electronics and Communication engineering branch of Prasad Institute of Technology,Punch hatia, at 5km Milestone at Jaunpur-Azamgarh road,Jaunpur, U.P. 222001; run by Mr. Bhagwan Prasad Yadav; via direct admission against management quota in year 2006.
At the time of admission, i was made to pay a sum of Rs. 5000 ( Rs. Five thousand only) as refundable security money / caution money.

I completed my graduation in yr 2010 and applied for the refunds. However , the college authorities have kept denying, stating that only those candidates, who got admission against counseling of University, will be eligible to have refunds.No written statements were made by college in this regard and also no such condition was disclosed prior to admission.
