non refund of full cancellation amount

on 10 february 2013 at Allahabad junction on occassion of Mauni Amavasya ( Maha Kumbh), there was a Stampade(bhagdad) at allahabad railway station. Due to which Allahabad railway station was sealed by the police. Hence I with my family could not board on 12424 rajdhani exp. on the next day when i cancelled the ticket , i was refunded only 66 rupees against the ticket of 2206 rupees. I met to Chief reservation supervisor, he told me that you have to write a letter to chief commercial manager north central railway, he will refund your amount. I wrote a letter to CCM north central railway Allahabad with my original cancellation ticket on 18 feb 13. later on 05 mar 13 I send a reminder letter also but still I did not get any reply from CCM N C railway allahabad. nor the refunded amount. kindly do the needful action please.
