Making compulsory to bye 1Kg tea along with cylender

I have recently transferred to Pune and accordingly I surrender my Bharat cooking gas cylinder along with regulator. I have submitted these papers to Bharat Gas dealer Pune on 23rd June but I was told that the regulator is not available. Today an old regulator is given but at the same time I have made compulsory to bye 1 kg tea worth of Rs. 242/-. I was told by the dealer that Bharat has made it compulsory to them for selling this. But the dealer did not give any communication from Bharat gas.
