Main balance deducted even 3g pack was active

Name of company/service: Vodafone India

I purchased Vodafone sim (mob. no. 9953715645) 1 month back. I activated rs. 451 plan of 2gb. It was consumed by 20 feb 2013 ( 1 pm) . Then i recharged 451 plan by 3 pm on 20 feb 2013 and received a message from Vodafone at 5 pm 20 feb 2013 that 2gb plan is activated. Since then my main balance is being deducted on daily basis but nothing is deducted from 2gb plan. When contacted to Vodafone customer care people started disconnecting the call after listing to the matter. Then on 24 feb 2013 Mr. Gaurav picked up the call but according to him Vodafone is justified with the amount deduction since between 1pm and 5pm i might have downloaded an app which keeps on running on main balance since it was downloaded at that time ( which i don’t think so) and even if that’s possible so why other applications running amount was deducted from main balance not from 2gb plan. But now once the main balance was zero applications are running on 2gb plan. So my point is Vodafone is cheating- 1. If on 20 feb 2013 that app ( which cc executive claims been downloaded) was running on main balance so why amount for other apps ( which was running since last 2gb plan) was deducted from main balance 2. If all the apps was suppose to consume my main balance of Rs.1000 then why now it has switched to 2gb plan automatically. I now certainly believe that Vodafone is cheating , also customer care executive was not able to get me talk to Team Leader in our 30 min of conversation. This is what Vodafone service is??? I never ever had to face any problem with Airtel. Does resolving to complaints or going to consumer forum ( Legal) is only option.
Then after lodging complaint a customer care executive called me , listned to the concern and then said will get back to me, and since then never heard from them. This is turning out to be harrasment.
