Restricted internet access on my phone

Location/place: Kanpur

Name of company/service: VODAFONE INDIA

I’m using Vodafone India carrier and have subscribed to its 3G Internet service but i’m not access to the internet. Access to sites like Google talk has been restricted to me. Please resolve this issue.
