not deactivating a value added service

Name of company/service: BSNL

Sir/Mam,
My mobile number is 9455949244. A service of value Rs 7 / week is activated on it. I have called a number of time form last 3 month on customer care to deactivate this service but till now the are not take any action.
I request you to take stringint action against the responsble persion and help me to come out from this problem.
