Regarding Mob.No.Portability

Dear Sir/Madam,
I live in Mukherjee nagar New Delhi 09.I wanted to change my mob.no portable from Reliance Cdma to Reliance GSM.Iwent to the nearest Reliance store which is located in Mukherjee nagar near Batra cinema there they have given me GSM sim in Rs.50 when i talked to customer care they told that sim cost is only Rs.15.When i again talked to reliance store owner then he told that he sell sim in black ,if you want to take otherwise returned.i returned that sim and i have taken money back but that time my portable request was proceed but we dont have the sim,which i returned to reliance store.Now i requested customer care to cancel my portablity request then he told that only from reliance store can cancel request,when i requested to cancel my portablity request in reliance store,he told that ,request has processed from here,now i cant cancel.i asked to reliance store to return that sim den he told that same sim he has sold to some one else.neither reliance customer care nor reliance store is taking my request and nor they registering my compalins too.Now i become too much frustated.When i told that reliance store owner publically accepting that he sell sim in black,then too reliance communication is not registering complains.I want help from consumer forum I am too much frustated now.
