Fraud by Sms and Recharge

I had got an sms by my mobile operator that if i will recharge by 247 rupees,i will get 150 rupees talktine and 1GB 3G internet data but when i recharged didnt get balance nor data.when i complained to the costumer care,they told your problem will get solved in 48 hours but i did nt get any complaint number.so again i called to costumer care they told your mobile is not 3g compatible and you cant get the benifit.
My complaint is that if handset doesnt support 3g then atleast i can use balance if they would have provided.
Another thing that they have talked to me very rudly and now they have closed my customer care service.
And except the offer they had not mentioned any regulations in their sms.
