GAS agency is pressurizing to purchase gas stove, regulator and pipe along with new cylinder

dear,

i am anshul shrivastava from jabalpur (M.P) actually i m trying to get new gas connection here at in jabalpur from dubey gas agency(bharat petroleum), as i have submitted all the documents including receipts of new gas stove which i have purchased just before 9 months, but as it seems they are not interested to allot new gas connection to me as i am not purchasing gas stove and all other kit, kindly help me in this case as i need gas connection on urgent basis.
