not received 2 wheeler license for past 6 month

I have passed my 2 wheeler test for licence on 2 july and had not yet received the licence m My inward no is 31519/12
I have visisted RTO office the repeatly reply it will be recived in 15 day & had send by the post.
I have ask my area post man about it regularly but he say he nad not received it till now .
kindly help..
