Deduction of balance and not recharging my account

&lt;p&gt;&lt;b&gt;Location/place&lt;/b&gt;: Jamshedpur&lt;/p&gt;<p><b>Name of company/service</b>: Aircel</p>At first 5 rupees had been deducted and after that I recharged two times with 11 rupees SMS pack. Unfortunately the packs did not came and I also received message all the time I recharged.
At last, I also called the complaint desk (198) but they never solved it.
