Unwanted service activated and charged without informing

i have an issue with vodafone who charged me on the bill for the internet usage but unfotunately i have not used the internet i use internet from mtnl and i have never used the internet from the sim card.
they have suddenly stoped my outgoing without giving me notice prior to the period (if i am correct it must be about 1mth or atleast 15 days),(infact they have sent the msg on the mobile stating they are barding the service and did so)
this is not at all good customer service date-7/8/2012 by 11.30pm i have come to know that my service is barred.
i wanted to call home due to some urgent work in order to take medicen for my son because he got fevar&cold .
i midately called the customer service they were not able to tell any thing next day i have gone to store there they told that you have not paid the bills i showed them my check book they told me to bring the bank acc statement i gone back and also brought the statement after that they told me that i can see that you have paid the bill its for the new bill and you have been charged for internet usage i was shocked because that was impossible when told them they told me to go to galery than i went to borivili at vodafone galery over there(my token no:297) i met Laxman the advisor and his manager Habib to whom i explained the issue they told me that as per the detail you have used the internet that is what i can see on the bills told then thats the only reason i am here when asked about the detail he was not able to tell that and when asked may i know who has activated the internet on my sim he said its activated by default i was shocked again
they told me to pay the amount 436 than only they can activate my outgoing i have done so by chque they have activated the sim i imidately before paying informed them that i am filing the case at consumer forum and asked for the bill they told me that they will send the to my mailing add within 7 days i came back and later in the afternoon they have send the msg about the new bill for the payment of 436 they also told me about the payment of the mth of aug is not included
