Broadband connection unavailabel from 1st August even after prepaid Recharge done in advance

Location/place: Pune

Name of company/service: Sify Broadband

I am using Sify Broadband prepaid connection from the month of July.For using in the month of August I have done recharged of 1008/- on 31st July.But form !st August the connection is unavailable till date due the some problem in their side.
I have contacted customer care for several times even mailed them and every time they told that they will work on it but its been 2weeks no one responded back nor even anyone come to my place.I have contacted the vendor also who has provided the connection but he is trying to avoid and not mentioning anything clearly about the issue or when it will be resolved.
I have lost my patience for this as a consumer and I would like them to refund or compensate the money I have paid for this month as already 14days are gone.It is such worse service from a large provider like this.I would like to request you to do the needful for this.
