Name of company/service: psu Banking

Is there anything before kyc norms or aml laws my old grand mom pensioner suffer to not produce kyc,in bank, Pan card is the Last option, Rbi notification name of doccuments is rare to produce,just only harassment in the name of Kyc. where is the name for financial independence or financial help for poor,nothing if you are in Assam.
