e-bay is a fraud

Name of company/service: e-bay

I had purchased one pair of sunglasses from e-bay on 18th October 2011. And after the passage of one month i have not received the article. All my follow-ups are in vain. they are just telling me to wait for another 48 hours again and again for the last twenty days. What should i do.

Complain reference numbers are-CC1111352739, CC1111371730, CC1111375266
